Ok i guess im dumb. I have down loaded both the $ee file and the flash file but cant seem to fine the so called WINTUNER to down load. Also when i go to open the programs up it gives me lots of choices to open ti up with like explorer, notepad, ect.. Which one do i open it with? Soor but i am ver new to the DIY tunig world. Any tips or can some one walk me through it? Thanks in advance.

Go here: http://www.tunercat.com/tnr_desc/do_tc.html

At the bottom of this page download the program then install it. Put the $ee files the same directory (c:\Program Files\Cats\Tuner by default I believe).

I believe the Windows FLSHREAD/PROG if thats what your talking about, is beta, and must be requested via email.

TUNER, is the Windows BIN editor.

I see what the problem was. Select "Tuner" on the page I gave you. It will go to another page of the same URL and at the bottom of that will be the file.
