gm mode 22 scan tool - questions

I'm new at this and have been doing searches but still have a couple of questions and it doesn't seem like there's a ton of info about this program on the website...link here.

If I download this program to scan my PCM what else will I need? I know I'll need a cable, but is there anything else that I'll need? And where's the best place to get a cable from for an OBD-II car - with a USB port.

I have a '96 TA and ever since the 160* thermo and elec wp install my fans won't come on except when the a/c is on. The SES light is on...car is fine unless I'm idling or in traffic temps get up around 210* via the gauge. I want to find a cheap/free program to scan it and see what's goin on.

The fans won't turn on at 210*F. Stock programming turns the low speed on at 226*F and the high speed on at 235*F.

Have you looked at the AutoTap scan software? It comes with a cable.

I know, but if I just let the car sit and idle the temps will get up near the red zone as well and the fans still won't come on.

I just want to find a cheap way to get the car scanned to see what's goin on...without spending $200 - $500.

ok, I'm a tool...went out and unplugged the PCM fuses and eng temp relay and left them out for a while...plugged them back in and started the car...somewhere around 220*-240* the driver side fan came on...I couldn't visually see the pass side fan but I could feel some airflow from that side.
