General Tuning

I have an extra desktop computer sittin at home and figured I'd use that to begin tuning myself. Not only am I interested in learning, but the nearest reputable tune shop is hours away, and of course they're expensive. I'd like to learn on my car but also tune friends', but all OBDII.
I'm not familiar with what all I need. I know there's a cable to hook up from the computer to the car, but what software? That's the confusing part for me. So can you tell me what stuff you would buy, then I can do the research and teach myself. By the way my car is not a daily driver so I can take my time and play around with stuff. Thanks in advance

lt1 edit is vin locked . check out tunercats.

There is no OBD2 tunercat.
