Difference between high cool and low cool

Difference between high cool and low cool
I was looking at the closed tps spark advance nd it has a high cool and a low cool and the high cool was all 0.0. Is that in case the engine overheats it switches to the high cool tables which enable WOT all the time and makes the engine run rich and in turn cooler. Should I be concerned with only the low cool tables in everything? Thanks
