Anyone understand how all the tables and constants work together in TunerCat for this function?

I emailed TC and they replied:

DFCO is a simple concept but a little tricky to actually implement in that you have to make sure that the engine never stalls due to lack of fuel under any conditions so there are a lot of qualifiers to enable the DFCO function.
So, basically, it didn't help me any.

Looking at a stock PCM image, it LOOKS like it is only functioning between 1400-1600 RPM, based on the constants...

Do any of you guys understand how it all works together?
