Code 51 ECm Prom Error

I got my car scanned today and got this code is my cpu bad, or is my wiring harness or what i have no clue

According to my '94 service manual DTC 51 is set if no calibration was programmed in the PCM or when the PCM detects an internal program fault (checksum error). It says the PCM must be replaced.
