buying a 94 - can I tell if PCM is correct to the VIN?

It's a modded 94. runs great right now.
383, 700R4, 3.73 etc
the seller bought it this way
if I need to calibrate speedo for tire change will I screw any tune thats in there?
trouble if the VIN does not match the car on a scan?
will HPP work to cal speedo?
unsure if I should be concerned when/if I buy the car...
