AIR pump system on my '99 Z28

AIR pump system on my '99 Z28

Hi guys,

I am having trouble with my '99 Z28 throwing error P0418 and P0412, which are both related to the "secondary AIR..." system. the 25A AIR fuse is blown, i replaced it with a 30A to see, and it blew instantly. when i remove the AIR relay, it does not blow the fuse. when I replace the relay, but disconnect the plug from the AIR pump, it still blows. I'm assuming at this point that it is a short in the wiring harness, somewhere between the relay and the actual AIR pump.

Here's the bigger question: the car is due for smog, I live in CA. if i replace the fuse, remove the relay, will it still throw the error codes? and, assuming they stay cleared, will I pass CA smog?
