TH350 shifting question

Hey guys, have a question about my transmission. I don't have much experience with automatics. I have a TH350 with 15,000 on the rebuild. 2800 stall converter, and B&M shift kit. I just got the car from my dad and driving down the highway it shifts just fine. I just drove it down the street at 25 mph and it wouldn't shift out of first gear. I haven't checked the fluid yet cuz I'm hungover lol, but is that normal that it doesnt want to shift just cruising in town at that speed or what could be the problem if the fluid level is good?

You need to check the shift modulator and the vacum line connected to it, shift modulator is located at right rear of trans, the vacum line should be connected to the intake manifold.

If you didnt fix it yet. look at the modulator line or a stuck governer
