It can be the carb if the choke is stuck or if a piece of dirt got stuck in a float needle/seat. What color is the smoke? If it's black, carb; bluish white, oil; plain white, water.

If it goes away after car warms up, it's just condensation burning off. But if it's constant, it means coolant is getting into a cylinder(s). Does it seem like the coolant is disappearing with no apparant leaks? Can be a head gasket. Pull the plugs to see what they look like. Normal is light tan. If one or 2 are too clean looking, those cylinders might be where water is getting in.

If you have oily looking plugs, rings might have unseated. Oil with some miles on it will use up it's additives that are designed to buffer the acids that form as a product of internal combution and contaminate the oil. Carbed engines also contaminate the oil with unburned fuel because carbs are much less accurate at metering fuel compared to computer controlled fuel injection, especially on cold starts with the choke on. So if the engine had old oil on it when it was parked 3 years ago, that contamination has been eating at the rings, cylinders, bearings, etc.

So pull the plugs for a look (keep track of which cylinders they came out of), do a compression test and you'll have a better idea of the engine's condition.
