1975 was 1st year for catalytic converters, I don't know about "smog pumps" My '78 had that evaporator canister and hoses too. Very easy to disable all that crap......Even here in CT, if a car is 25 yrs old+, you don't need to pass emissions, and many states have no laws at all against emissions. Chances are, if the car is built up, all the smog crap will be gone anyways. Any year is good, providing the motor is built, or you will do it yourself. Starting points in hp are different for each year, but potential is not.....

smog pumps on camaro 1969

1969 camaros in california had smog pumps. I have seen them on cars and they look like crap. Thats when they started. Here in illinois though 1970's cars that had em you cant take em off. So dumb the laws... classic cars don't pollute like freaking Excurssions.... my 1969 has to go through emmisions testings when its done, it will fail... but thats the law.... so depending on where you live, you can take stuff off.
