new motor wont turn over

HI, I'M RESTORING MY 79 CAMERO R/S. I'M PUTING A BRAND NEW MOTOR IN IT. IT'S A 383 STOKER 400 PLUS HORSE POWER. NOW, I INSTALLED THE MOTOR IN MY VEH. THE VEH. HAS BEEN SITTING FOR TWO MONTHS WITH THE NEW MOTOR IN IT. I TRIED TO TURN THE CRANK AND IT WOULD NOT MOVE. I HOOKED UP MY STARTER AND TRIED TO TURN THE CRANK THAT WAY. IT WOULD NOT MOVE. IS MY MOTOR SEIZED UP. ANY SUGGESTIONS OR SHOULD I SEND THE MOTOR BACK.

Try turning the motor manually with a socket on the crank pulley bolt. If it turns and then stops at a point you may be hitting the conn rods on the block. You are supposed to grind a bit off to make a stroker but ive seen people screw up or forget.

don't forget to remove all the sparkplugs first.
it should spin over by hand with ease.
don't use the starter just in case something is hitting.
