Post intake swap to low rise...power loss?

How much power loss will I experience switching from my factory high rise cast iron intake to a low rise? I don't have enough hood clearance for anything bigger than a 2 inch air cleaner, and that's only if I leave the lid off of it and let the hood seal it (I use UNI filter foam over the top too).
When the secondaries on the Q-Jet open up, the car chokes out. Pull the cleaner off and it runs a lot stronger.
Engine is a 396, hood is a flat one - no cowl or anything.
