Question Brakes

Finally after 2 years the car runs, and it seems to not leek too much oil now. I am so far led to beleive that the car may have had some cam work done to it but I dont know what. First it seemed that I had to peg myself between the brake pedal and the seat to get er stopped, so I bought a vacume can and I hooked it up. The can I had to put a 3/8 hose on both sides and I have gone the other extreem. Now the pedal still feels really hard but when I touch it even lightly the brakes come on hard and fast. Any ideas? I installed discs from a 70 chevelle on the front new callipers and a new distribution block.
Side note, I have a carter carb and it doesnt seem to be doing it for me. I dont know much else about the carb but it seems to be a dog. Any ideas and/ or carb recomendations. The cars gonna be street only, but dont want a wimp.

What size is your motor?

I cant really make recomendations on a carb without knowing much about your motor, but from what I've seen the Edelbrocks are nice. They run really nicely for a street car, not as rich as Holley Double Pumpers.
