In order to get the car off of it's ***, you need a cam, if not do something to the heads as well. My car went 15.2 with headers and exhaust + K&N/open scoop, as opposed to low 16's w/ stock exhaust.......The cars are SEVERLY detuned.....The '77's have like 7.7:1 compression, so getting a cam that will work on that low compression will be hard to find; unless it was a damn 350 chevy.....When I was looking for a cam for my stock heads and compression (8:1), all I saw was a high energy 252H or 260H cam.....If you have the $, try to mill the heads or get different pistons to raise compression, then get a cam, and definitely an edelbrock performer intake/carb combo. The stock exhaust, cam, heads, intake, and carb all suck. Replace as many as you can.
If you can't do anything to the heads, get a small cam, it will be better than stock, and get the intake/carb and exhaust to go with it. True duals with headers, and no cats. Open up the scoop as well; it made a very noticable difference on my car. Basically the only free mod for this car.
