Voltage for halo headlights?

I purchased the following lights, and these lights have two red wires coming out the back for the halo part of the light.

How do I hook it up so that the halo lights light up, is it 5v, 12v, or do I need to hook it up to the light switch, etc.?

I would prefer that the halo lights be on during the day, like the yellow day time running lights, and stay on when I turn on the regular lights (with the switch or if it gets dark), and off or on when the brights are used, I really don't mind either way with the brights.

So how would I do this?

thanks!
