How do I unlock a monsoon deck?

How do I unlock a monsoon deck?
I bought a factory monsoon deck out of a 02 TA and its coming up with "LOC" . How do I get the code to unlock it?

Or you can try reading the 7th post from this
thread. It may or may not work.

Thanks, somebody else gave the link to that thread and it worked other than the # you enter after calling should be 206010.
