No. They can't legally. I think 1995 was the last year of OBD1.

Yep it was 95 . I do believe it will be awhile before obd 3 is implemented . Last I read there are quite bit of privacy issues as the alot of aspects of the car can be remotely monitered . Im not sure of the current state of obd 3 , its been awhile since Ive read anything about it .

It seems you can get more horsepower out of an OBD 1 tune. 5-7 HP if I remember right. Check out www.pcmforless.com. More than a few people have converted to an OBD 1 system for a few more horses.

Nope, old wive's tale generated when hardly anyone understood or could write a calibration for OBD2.
