You had to order them yourself because dealers (when they actually stocked Camaros) tended to order $30K SSs or loaded upper $20K Z28s for their lots. They didn't sell many of them, so the more loaded Camaros were, the more money they made on each one they sold.
Robvas is absolutely right. 2 years ago, if you went down & ordered your own base model Z28 Camaro with deposit in hand, you could have gotten a new LS1 Z28 for well below $20,000, if not $18K.

Once you get into the low 20's there is alot of options to choose from buts its far more difficult if you had to stay below $17,999 since by the time you add tax and license (10%) your out the door price is about $20,000 before financing charges.
I know that Saturn is not offering incentives or rebates on the Redline and Im sure Chevy will not offer rebates on the new Cobalt and Ford will certainly not offer rebates on the 05 Mustang (maybe on cars loaded with expensive options to give them some wiggle room to deal).
I remember back in 1994 when the Camaro Z28 won Motor Trends "best bang for the buck" issue because of its $17,999 base price.

There are alot of great performing FWD (or AWD) cars under $25,000 with the Mustang and the Miata currently owning the under $25,000 RWD performance since the RX8 and 350Z are closer to $30,000 for a real-world equipped models.

I remember that a couple was in Phoenix Arizona area, and I believe one was in either Stockton or Sacremento, but you are right. None were in Southern California... Camaros even had a couple thousand markup till the very end.

SE-R Spec V?? Kid around here has one bone stock, got it for like $16k and has been pulling 15.2's in it. Handles pretty well with some decent options as well. I like it alot better than the Mazda 3's ive ridden in and the interior doesn't seem as cheap as a SRT-4. (id take and SRT over a Spec V but SRT's are 20k+)
No way are you going to buy a NEW 04 SRT4 for under 20k, its not going to happen Chrysler doesnt budge with the pricing on those things...to answer the question though for 18k it would be a new Mazda 3 or Scion TC, but thats hypathetical...18k im sure i could swing 2k more and get the srt4....
Spec Vs do very well in the autox, if by performing we're talking more than just straight line. They're helped out tremendously by the heliacle (sp?) LSD upfront which basically puts them in a modified class straight from the factory (STX).
