Here's a novel idea, Since some people will like the SS, some will like the Z/28, and still some the RS. Why not have all 3 models? That is how I remember it. While I may not have been born at the time 1st gens hit the streets, they certainly were still a dominant force to be reconed with on the street, when I was getting into Camaros(mid 70's), as they still are today. The RS & RS/SS was the bells& whistles car. The SS was the brute force. The Z/28 was the road race car.

Ford has traditionally used GT the way Chevy has used SS.

For both makers it was a trim/performance upgrade from base on various models.
