I would guess because most owners view it as a reliable appliance. They may not even know, or care if they do know. I, for one, do not read up much on my Kenmore Stove or Refrigerator.

Wow...I really didn't know there were so many brands that did that? I figured maybe one or two cars on the market might be overrated a tad but holy crap!

Now just imagine IF GM over-rated their #'s? Do you really think they'd have gotten away with it. I think NOT!

I think the normal Northstart NA engine got bumped down a few hp.

BTW Toyota Camrys and Avalons with that 3.0 V6 engine are total slugs. I never thought it felt like 210hp. The old 3.8 V6 Regal with 170 hp I had was much faster.

Yeah, besides, it's not like they took away the energy star rating.

Don't American car makers underrate a little bit because of insurance issues? If you overrate a corvette or camaro or whatever then I would think the insurance would go up more to drive it, but overrating a already slow car probably does little to the insurance.

We've done this since before the '60's, I've seen several stock and stock spec Muscle car engines dyno ABOVE or AT the factory ratings, NET..I believe it to be for the reason said above, sand bag the rating, deliver more than the other guys.
