This has been brought up so many times on this site that I am suprised people are still saying it. No Chevrolet can outpower the Corvette, but there is multiple precedents of other cars within GM outpowering the Corvette in the past.

There are some rumors flying around that this is some enthusiast's Cadillac's, and that the magazine wrongfully assumed this to be a testing mule.

CD/BP can confirm that there were shots of this car at Milford Proving grounds. Sounds like it GM's to me. But it is not a CTS-V super or plus or anything more than a mule.
