Some, like W69 2PZ QYH Y83 for example aren't even in there at all. Interesting 2004GTO tidbits, but overall, highly useless list; nothing I haven't seen before.

Long story short: you cannot generalize RPO's. The same exact RPO can mean two completely different things for two different years and models, etc.
Y84 is a good example: Y84 has meant at least FOUR different things that I'm aware of, depending on which year Firebird it was used on. And that's only for Firebirds; I'm sure other car lines have their own Y84 from time to time.
LQ9 is a good example of an engine code; used to be an Iron Duke variant, now it's a big honkin truck V8.
There has never been a complete and accurate RPO list. Ever. That PDF file is certainly not complete or accurate, by a long shot.

Don't be such a tool. From looking at that list, I get the feeling that they recycle certain RPO's when they need to.
As for it being complete, I am sure it was whenever it was put together. Also, all the RPO codes are for PRODUCTION vehicles, any old ones that are there is just water under the bridge. Only current or future codes would seem to matter to GM anyways.
