I'm not from Russia, so I can't say for sure about the mentality of the local people, but I highly doubt that.

I'm pretty sure the Russian upper class people, and probably many others, too, are not too interested in the offerings of the local manufacturers if they can choose a German brand for the same price.

Even if it means getting a used German.

He meant during the soviet era volga was on par with MB in Western world now.

the quality of workmanship is not so much the problem. there are factories that used to have poor reputations assembling Russian cars that are now assembling foreign makes (for domestic consumption) with no significant difference in build quality from the western counterparts. i don't know about others but to me this says that the design of the cars being assembled was a bigger factor to quality than the factories themselves. if the design of this Volga is improved enough to stay together after it's put together, than there should be few problems.
