GM is going to find a way to keep Opel. They're just buying time at this point. They're not going to let Opel go.

what exactly does Opel do for them? are they a brand leader in their home country?

It allows a Eurocentric engineering foothold to remain intact. Global business is easier to maintain and foist off protectionist legislation when your presence is local and jobs are dependant.

Think Toyota, Nissan, and Honda. Think they are here because it's financially necessary?
