With an inline 4 cylinder (or 5 or 6 cylinder), there's no "vee" to put the cam in. It's just as easy to put the cam on top of the engine.
Also, with an inline engine, there is only 1 head. You would only need 1 set of cams. With a V8, there are 2 heads and therefore 2 sets of cams.
There are also assembly advantages with an overhead cam.
