Question Suspension Kits

Looking to improve the handling on a 93 Z28. I was considering the SLP Kit, Eibach Pro and Bilsteins, but I'm concerned about lowering the car. It has Hooker long tubes and it already appears that there is minimal clearance. Do I have to lower the car to improve handling? Will the Pro Kit lower the car where I would be putting the headers in danger. Thanks
