Not everyones preferences are the same, but I'd go with a strut tower brace, subframes, and poly bushings/endlinks front/back on stock bars, if wanting to appreciate the car on a budget. A slightly more aggressive alignment would be nice too.

After that some seat time (AutoX or etc), since that will make the most difference.

The only things is, subframes move you up into a different class which kind of sucks, but on a personal level subframes are very nice to have, and to think of the stress the car puts up with without them I would feel guilty not having them.

F-bud: what are your goals (street handling, auto-X, road racing, etc.), what kind of road conditions do you encounter (smooth roads vs. rough) and are the roads open or very twisty, etc.?

The first step in improving handling for ANY car (even one that comes with decent tires like an F-bod) is tires/wheels. But even here, the best choice will depend on the useage issues listed above. In terms of generic chassis mods I would recommend weld-on SFC's as the fist mod after properly selected wheels and tires.

Stiffen the chassis first. A 9 year old car with T-tops benefits big time from weld in SFC's and bolt in 3pt. STB's. With instant perception of better handling and more bang for the buck from every suspension mod you'll ever do bacause now body isn't twisting.
