I don't understand what you're trying to say.......You mean how much lower will the front bumper sit? It's supposed to be even all the way around, well thats how it is with my Xenon ground effects.

The problem is your using the term "Sit" and "Bumper". To most people this means the stance of the car (how far the frame sits above the ground), which would only be changed if you changed the springs or wheel diameter, i.e. lowered the car.
What you want to know is how far down does the front spoiler/FX extend. I haven't actually measured mine but I believe it's about 4". However this is not the part you normally have to worry about. The Airdam which is mounted near the radiator support under the car is at least 2" lower then the stock one, and is normally the lowest part of the car.
My stock one dragged on ever bump, my RK one had to be replaced after ~two years. I've reinforced the new one in the hopes it will last a little longer.

If you lower you're car even 1 inch those ground effects won't last you six months, i have problems enough as it is with my Xenon ground effects, trying to dodge every little pot hole.

It brings it down about 2 inches, no more than that. I have them, and my car is lowered 1.5 and I have no trouble getting around. You just gotta be careful on some of the nasty areas where the road goes down and THEN up, if it just slopes one way you're fine.
