Waxy-like "Zeibart" material sprayed in engine bay > Need to remove

I wonder if our 95 TA was coated with some kind of rustproofing material like Zeibart or something. There is a semi-clear waxy substance sprayed on all the painted surfaces under the hood. The car is black, but these painted surfaces are a very dull black. I have pealed a little of it off revieling a shiny black paint below it.

How do you get this crap off? I have tried Brake Cleaner, Carb Cleaner..... Nothing seems remove it. I would try Laquer Thinner, but that will more than likely remove not only this waxy crap, but the paint under it too.

Did you use a hard bristle brush too or a rag?

This is probably nothing more than one of the cheap used car dealer detailing tricks.

Rather than spend the money on good vinyl/rubber dressing, sometimes they buy the $0.88 cans of clear coat paint. They then coat EVERYTHING under the hood of the car. Looks GREAT for about 3 months (the time it takes to sell the car) then starts to turn cloudy and peel.

I'd bet you a beer that is nothing more than clear coat paint out of a paint can in your engine compartment.
