Tail panel removal question

Hey guys, I am planning on painting my tail panel, and I was wondering if this is a bolt on or a weld on piece.

To remove the rear tail panel is easy you have to remove the side panels inside, remove the spare tire, pull back the carpet, and the unscrew the nuts for the lights and it will come off.
