Question about the stock Z28 bumper?

Last Septmeber an idiot deer ran into the side of my car at full gait and took a chunk out of my fender and bumper on the passenger side. The damage to the bumper extended inside to where the piece that the headlights are mounted to is cracked, causing the low-beam passenger light to sag. I recently took my car to inspection and they told me that it was improperly mounted and that I would have to fix it. My question is whether or not that piece that the lights mount to is seperate from the whole nose cone or if it is one big, cheap, plastic mess that's gonna end up costing me a ton of money to replace. If it's all one piece I think I'll just epoxy the **** out of it and see what happens.
