The way I do it is set my camera on a tripod and start at a shutter speed that provides me with a very under-exposed (dark) image, and then bump the shutter speed slower and slower till I've gone all the way to a very over-exposed (bright) image.
Afterwards I use photoshop/masking to blend the images together. Or you can use a program called photomatix that will do the blending for you.
Here is an image I did a few months ago. This was hand blended using photoshop. I didn't want anything crazy, so I basically blended 2 exposures, one for the foreground which was in complete shadow, and one for the mountain, which was in the bright sunlight.
