Pin Striping

I'm wondering if there's a way to remove PAINTED Pin Striping. There''s a 96 Z28 with 60,000 miles on it, 6 speed , red in color and he's asking 6 something. Anyway originally we went to look at the car for my bro becuase i have only have about 5 to spend on a car well the guy who own's the car is one of my dad's friends and when we got there it had this ugle purple and green pin striping all around the car 2 lines going down the side panel and some symbols and stuff on the hatch. And this is on a red car. He said the guy before him drove out of state to have it done by some proffesional but it's ugly looking. And my dad asked me if today if i'd be interested in it i said yes because i can live with the pin striping i guess but i just wonder if there's a way to remove the pin stripping and if there is will there be any fading or anything? There are little spots where some of the pin striping has already started coming off and the paint looks alright under there. Also the pin striping has been on the car for 4-5 years.

the only way to do it, is when its on top of the clearcoat. if it is....1200-1600 grit sand paper, very delicate hands, an much patience will take it off, you will need to compound an polish the paint when ur done but it will come off.
