some of the cheaper versions come with transformers on the individual tubes which requires more installation work. these are often not as bright and break easier. you pay a little more for kits like streetglow but you get a brighter light and a much better warranty.

if you have any electrical knowledge you should be fine installing it. otherwise most places will charge upwards of 125-200 for install.
the neons typically include 4 tubes and a transformer. with streetglow gold kits you run the tubes in series making a loop connecting the ends of the circle to the two wires off of the transformer. the transformer has to be grounded via a metal backing plate and a toggle switch is ran off of the "power" or hot lead wire coming out of the transformer. just fuse the switch and your done.
this is of course for on/off useage....if you want to get more tricky you can also tie it into your alarm system or i even have all of mine on separate keys to a remote so i don't have to be in the car to turn them on or off.
