i think I stumbled on a good way to mount a front plate
There is a company that sells an L bracket I think it is SLP actually. It mounts the plate in a low position on any car by drilling two holes in the underside bottom of the nose. It is illegal for you to mount it on the air dam and inside the car as well. I found it is easier and safer to either mount it on an L bracket or stock location or not at all. If you mount it in a funky place the cop won't give you a 9 for effort he will pick you out and hassle you for whatever he can. most of the time they don't notice if it isn't there at all. I live in Boston MA and cops are *****s here and they haven't hassled me even when I did get pulled over.
I read the law in Texas, for on you have to have two and also on the front it has to be the most out point, like were it comes factory. Youcan still get a ticket for having it on the air dam because its not the outer most point on the cars frnt.
yeah man, if it's like what i think you're describing, then SLP has already beat you to it, i should know, i have 1 sitting in my car somewhere, and I still dont want to mount it.

What I did is get 2 pieces of sheetmetal about 1/2 inch wide and about 9 inches long and bent them into a U-shape. I drilled two holes on one side for the license plate bolts. Then I pulled the bottom of the grille (SLP bowtie grille) away just far enough to get one leg of the "U" behind it. Then when both pieces were in I mounted the plate to them. I didn't have to drill any holes in the car at all, you can still see the grille and it's easy to take off without leaving any marks.
I saw one here the other day (wish i would have saved the picture) where the plate was monted inside the grille, it's hard to explain, but it was a 93-97, and it was stuck in there so you could only see the actual numbers on the plate, not the top or bottom. If anyone can figure a good way to do that, I might be interested
I was thinking about doing something along the lines of that. But then again, I didn't know if it is legal or not to cut up your license plate
