Question Help, what to clean a rag top with.

I'm getting kind of mad cause I clean my car and wax it just to see spots on my ragtop. I don't know what the heck they are. I have tried getting them off with regular top cleaner but no good. Anyone have an idea of what can help restore my top back to its original condition. I purchased the car used and the top was jet back when I got it, it seems after the few years I have owned the car this happen.

I used degreaser on mine, cleaned it real good. I wouldn't just use any, cause obviously there might be a problem. I had some tar stuck to mine, and nothing would take it out, but the degreaser. I think i used simple green with good results.
