I don't think they make them for LT1 T/A's but I did find out that the C5R uses HELLA 90mm headlights for those housings, so I am sure you could custom fabricate something. Do a search in this forum on "Hella 90mm"

The reason that you can find "non popup" headlights on an LS1 T/A is the formation of the nose/hood area. As you know, the doors on the LS1 cars face forward, not up, like our LT1 cars. I have heard this type of discussion on the board before for LT1 cars, and, if I remember correctly, no one ever came up with a good suggestion. The best I ever heard was a "low profile" popup light, using high-output projector beams (PIAA, etc.). The idea was that a super-bright light would allow you to use a smaller light surface area, meaning you would only need to open the headlight housings about 1/2 as far. The most glaring problem with this idea was safety..... a beam like that could pose a "blinding" problem for oncoming drivers due to its height compared to the driving surface.
As for the kit shown in the link in this post, I know that originally SLP had tried to get a setup similar to that approved for their 1998 Firehawks. However, the height of the headlights from the ground, and other items, forced the DOT to label them non street legal. I used to work for a performance shop, and actually had a teaser poster of the Firehawk with those lights hanging in my work area.... the poster came from an SLP representative that visited us. If you scour the 'net, you may find a pic somewhere of that SLP pre-production car. I doubt the kit pictured in the link is street legal, probably "show use only," since it is virtually the same as what SLP was pitching.
If you do find a way to offer 93-97 Pontiac drivers a non-popup system, you could become a very wealthy man.
