When I replaced mine, I only needed 7. 4 packs with one left to go in one of my autometer gauges.

I have heard that you need like 9 total bulbs to replace inside there...

No. I could take the bulbs out of the sockets but after doing it so many times the sockets where kind of "$hitty" that's why i decided to try with the other set i got from the junk yard - well, they worked great so I replaced them all.
And yes - you need 7 bulbs for the gauge cluster.
