Is this a locking fuel door?
Also where could I get one from?
There are no real Mitsubishi dealers in my town.
Could I pay someone to send me one up here?

I got mine from ebay. Here is one currently being offered:

If you run a search for "eclipse fuel door", a few more might pop up. Keep in mind that the black plastic door will not work on our cars, just the alloy door.
