You do need VIN #s now to get parts from a GM parts center. It's basically just how their system specifies what kind of car it's for now, that's all. I called in about EVAP parts a few days ago and gave them some random VIN from a Z28 on Ebay and got what I needed.
It's not that he doesn't want to help out, he's just trying to protect the prestige of the SS nameplate. It's kinda like the way everyone calls a basic 97 Camaro a "30th anniversary edition" even if it's not white/orange. If you really want the emblems, do what Rising Phoenix did and get a VIN from an SS on eBay.
My car has fake badges all over it.. but I don't mind telling people it's an Z28. If he is going to go through the trouble of making his car appear to be an SS.. (which is pretty much all it takes) then I don't have a problem with him badging the car as such. People badge 1st gens all the time inappropriatly.. 383 Z/28's and the like..
(btw I am changing over to Z/28 emblems at some point just haven't found the time time order 1st gen badges.) and the $$.

I ended up buying my emblems from Eckler's Ind. A+ in my book
