I'm pretty sure those ground fx are from RKSport. I had the same ground fx on my car, until i replaced the front and rear with the more aggressive looking Wings West Kit. As for the tips...I'm not sure, but they look kinda like Corvette tips, not stock vette tips though, i've seen them on some modified ones.
When featured in in the February 1997 issue of Turbo and High-Tech Performance the car belonged to Alan Jay of Tempe, Arizona. That is in fact a RK Sport ground effects package with a three- piece wing and a then prototype SS style hood. Original Bundnik Trilogy III 's in 18's in the back with 17's up front. The article states those are custom fabricated exhaust tips for his Borla done by Arizona Speed and Marine. They did a complete polished aluminum kit for his underhood too.

I had done alot of research on that specific Z !
I was going for that overall look on my 1995 Z28 when i first started on it, then i went a different direction.
I even had the wheels (Budnik Trilogy III's) the SS hood, Eibach Sportline springs and i even changed the color of my car to black, i wasn't far from the overall look.

But i like my overall 19/20 setup that i am currently running with my Wings West GFX.
You could probably get a similiar exhuast tip from a C5 corvette aftermarket company, i have seen some custom C5 corvette tips that look really really close to what is in that picture!
