degreeing a cam on my 383lt1

I installed a 383 in my camaro. I had some problems with the timing chain and had to remove the chain and gears a few times.

My car has never run up to par and I think the cam moved at some point.

How do i degre a cam to make it pefect? Or make it the best i can?
do i just set it at 0?

and the big question is how much off will miss up my performance?
