I think he may have seen the article on "9 Ball"s car over on LS1 Tech, LS1 with a Magnacharger and a six speed.

I think a six speed all motor 408 inch LS1 with a 3.23 gear in a light car with the ecm or fast programmed for "mileage" could achieve upper 20's in the MPG dept.

Back in the day I had a "Crane Interceptor" on my Head, Cam, 4.10 geared 5 speed 5.0 lx stang. Stock bottom end, about 310 RWHP, it ran 12.70's@107, 3600lbs with driver (hey don't laugh, in 93/94 that was quick) I drove it from Mobile to Memphis for the fastest streetcar shootout and with its "mileage" program I had in it(low pulse width, higher timing) it got and amazing 34 MPG with the A/C on. I confirmed it on the trip home...so I think it can be done.
