I noticed that the TPIs make much more power than the TBI. But it cant all be because of the induction. Where did that other 30hp or so come from ? heads and cam?

Yes, better heads, better cam, better exhaust, and 8 injectors at the ports are better than two injectors on top.

So if I swapped out for better heads (Vortec or otherwise), got a more agressive cam, used the TBI setup and installed a 3" catback I should easily make at least what the TPI dad? That's where I was heading with that

I'm not saying one is better than the other, but if I can get more power out of TPI setup, without causing any disadvantages why not ? Especially if I was going to do heads/cam/exhaust anyhow .. it's just a matter of gathering TPI parts.

The only differance is the heads and I think the exhost manafolds. Some of the cars came with an option for the l98 cam in the 305's but not many. That was only in the later tpi cars though.

all teh LO3's came with teh LO3 cam. the L98 and LB9 got the same cam i think, but that cam was not in the LO3.
the L98 also have better flowing heads.
L98 exhaust manifolds are higher flowing than the LO3 and many L98 cars feature a dual cat set up that is supposed to be worth 10-15 hp.
L98's also had the advantage of an intake system taht gm actually put soem effort into developing, stock tbi intakes are basically slightly improved LG4/LG3 intakes.
if you switch to vortec heads and a bit better cam you will be running really good. you will prolly wanna look into a big block(454 tbi from a pick up/ van / winnabega) and you will definately want to get a custom chip burned.

later

You can fit a BBC cam into a SBC ? I didn't think that was even possible
