Just to make sure, are you talking about the accelerator cable or the throttle valve (TV) cable for the the transmission?
If it's the accelerator cable, it's not adjustable. Depending on what your trying to do, adding shims or washers to raise the cable bracket should work. If it's the TV cable, you have to press on the D-shaped button facing the passenger side of the car.

I feel like my car isn't getting full throttle, I wanted to tighten it a little. I had my friends dad adjust it when my tranny wasn't shifitng. he said it was too tight. Then I felt my car was kind of lagging.
