Throttle bodies pouring fuel at startup.

Hello,

My car is now dumping fuel in at an overkill rate, causing the plugs to foul out quickly... Thus the car turns over, yet will not fire. Where are all of the regulator switches etc that would control the rate of fuel being pump in at 0 throttle position during the start up? ECM problem? Ignition module failing? Throttle position switch not functioning? PLEASE HELP...

Is there any way to manually test or change the fuel pouring rate? I dont want to just rush out and purchase a new ignition module if it can be avoided... any help would be greatly appreciated.
