When cold the ECM should shorten the pintle length to provide more air, when warm the ECM should lengthen the pintle to reduce air. If you can't measure any decernable difference in length hot, or cold, the IAC, or ECM, or anything in between is faulty.
If you have the time do the minumum air setting per factory procedure (baseline idle 400-450rpm, I think.)
If you need it I can email it to you, mine is an 88, but the procedure should be the same.

You probably won't hear the IAC. What you need is a scantool to observe the IAC count when the car is running.

Did you forget to hook up the vacuum lines? Also, if you hear a whine check your alternator. I know mine started to sound like one when it was going bad.

Re: TB or IAC problem??
Did you accidently crack the IAC housing? Or is the gasket maybe broken?
Sounds like a vacuum leak of some sort because there is nothing else but alternator or vacuum leak I have EVER heard from my motor that would sound like a blower whine. Get Carb Cleaner and spray it at the IAC when the motor is running... if the idle changes you found your problem.
