Odd, gauge reads 10v, voltmeter reads 13

Odd, gauge reads 10v, voltmeter reads 13
Any reason why my voltmeter would read 13v at the battery terminals with the engine running in idle but my gauge only reads 10? It should be even higher then 13v correct? Normally my gauge sits slightly above the 13v mark with the engine running, not its sitting between around 10v.
