Is this all gears? Your T.V. and governor fight eachother for shift times, try adjusting your T.V. cable. Also a driveability problem will prevent a WOT upshift because your output shaft speed (governor speed, i.e pressure) will not be fast enough to overcome T.V. pressure. Your engine will rev. but your car will not be going the correct speed because of the lack of power. Try changing your fuel filter if it's got a lot of miles.

It still sounds like your engine isn't making enough power under WOT. Did this just start happening? Did you do anything to the engine just before this started happening? Even filling it with gas? Maybe a tank of bad gas. My car shifts after 4500 rpms so it sounds like your engine won't rev high enough. Try pulling your air filters and retesting. Do you have access to a scanner? If so, what is your tps, and O2 vt? If they are running low it will pull fuel at WOT. Good luck.
